INTRODUCTION:
It is the intent of the City of Holland to contract with a profession al consulting firm with proven expertise and understanding of the US Department of Housing and Urban Development (HUD)’s Community Development Block Grant (CDBG) program as it relates to the development of an Analysis of Impediments (AI) to Fair Housing Choice. The City of Holland has been designated as an Entitlement Community by HUD, and thereby receives CDBG funding annually from HUD. As a CDBG recipient, the City is required to take steps to affirmatively further fair housing, including the development of an AI.
The City completed an AI in 2008, and the contractor will be expected to complete an update to that report that is incompliance with current HUD standards. The updated AI will become part of the Consolidated Pl an, a HUD require d document which is in effect for a five-year period. The City’s current AI and the 2020-24 Consolidated Plan are available at

All proposals submitted in response to this RFP must be received by January 10, 2023 at 2:00 p.m., at which time they will be publicly opened and reviewed. Proposers have two submission options:

To submit a complete proposal package through the MITN website, or
-
To submit a complete proposal package in a sealed envelope; the package must contain two (2) hardcopies of the proposal, along with a pdf copy on a flash drive.
Proposers accept all risks of late delivery of mailed proposals, regardless of fault. Proposals arriving after the deadline will not be considered. If mailing or dropping off a sealed package, clearly mark your envelope/package with the words “Analysis of Impediments to Fair Housing Choice; Attn: M. Wahmhoff,” and mail or deliver to:
