All bids shall be clearly marked "BID FOR Dial-A-Ride painting project". All Bids shall follow the City of Big Rapids requirements of a sealed bid, placed within a sealed envelope submitted to the City of Big Rapids Treasury Department on (Monday, July 10th @2:00 p.m. E.S.T). The City of Big Rapids reserves the right to accept or reject all or any bids or to waive informalities, and to award the bid in any manner deemed to be in the best interest of the City.

All questions must be submitted in writing which can be sent to cwyman@cityofbr.org . Questions must be submitted 48 hours prior to bid opening. All questions and answers will be sent to all interested parties and posted on the City of Big Rapids website and any other advertising websites.

This project is funded by the Federal Transit Administration (FTA) and in cooperation with the Michigan Department of Transportation (MDOT). The project is subject to prevailing wage rates as attached in compliance with the Davis-Bacon Act and certified payrolls must be submitted weekly. The Federal requirements for this project are Materials and Supplies Less than $150,000 and are attached. A signed copy of page 1 of the federal requirements must be submitted with the bid. A signed copy of the attached Certification of Compliance with Federal Contract Clauses must also be submitted with the bid.

The City of Big Rapids reserves the right to accept or reject all or any bids for sound, documentable, business reasons or to waive informalities, and to award in any manner deemed to be in the best interest of the City.

The award will only be to a responsive and responsible firm whose bid, conforms to all the material terms and conditions of the bid. All bid prices must remain valid for 60 days past the submission deadline.
