SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB).





This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. Two or more small business firms capable of performing this work may help to guide the acquisition strategy and influence potential set-aside. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.





Requirement:





The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms for the supply of a Jacking System for existing modular barges. The Jacking System is required to provide floating platform elevation in support of heavy marine work, primarily supporting a project owned cranebarge engaged in lock and dam operation and maintenance on the St. Mary’s River. The Jacking System is required to support elevating floating platforms constructed of existing Flexifloat S-70 Series modular barge units, creating a self-elevating platform (SEP). The combination of the Jacking System being procured under this action with existing modular barge units will be utilized for navigational maintenance to include waterway salvage operations, transportation operations and support for a robust civil works facility that includes commercial navigation locks, dams, hydropower plants, and other marine structures. The Jacking System will be used for accommodating no less than 500 US ton loads in combination with existing cranebarges and other marine construction assets.





The North American Industrial Classification System (NAICS) code identified for this requirement is 332312, which has a small business size standard of 500 employees. Prospective contractors are requested to confirm the NAICS code or suggest a different NAICS code for consideration for the requirement.

The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.

In order for the Government to determine the extent of industry interest, capability, and experience in the requirement, responses received to this notice shall be in summary format, in either Microsoft Word or Adobe Acrobat PDF format, and shall not exceed five (5) pages, including the attached Sources Sought Survey Information Form included in this Sources Sought Notice. All firms interested in responding are invited to submit their information via email only to the Contracting Division mailbox at LRE-Proposal@usace‌.army.mil and to Michelle.Barr@usace.army.mil. Please submit responses no later than 2:00 PM (Eastern) on June 6, 2023, as indicated in this notice.
