This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(i) This solicitation is issued as a Request for Quotation (RFQ)
(ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.
(iii) This procurement is set aside for total small business The NAICS code is 441620 and the Small Business Size Standard is $16.5 million dollars.
The purpose of the contract is to survey specified areas of the Ottawa National Forest for the presence of Regional Forester’s Sensitive plants, State of Michigan listed plants, other plants of potential viability concern, and priority non-native invasive plants (see lists in attachments). Surveys of the selected areas will be conducted one or two times. All 1,120 stands (34,704 acres total) must be visited at least once. In addition, at least 448 stands (40%), totaling at least 13,882 acres (40%) must be visited a second time. All surveys should occur between May 20 and September 15, in 2023 or 2024. At least 3 weeks must pass between consecutive surveys in a stand. All surveys must be completed by September 15, 2024. The Contractor shall progressively accomplish the work at a rate that will result in completion of the contract within the time specified. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies, and incidentals.
