NASA Goddard Space Flight Center (GSFC) requires the procurement of a Nikon laser radar metrology system. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a request for competitive offers. This is a sole source requirement in accordance with FAR 6.303-2. NASA/GSFC intends to award to Nikon Metrology Inc., 12701 Grand River Avenue, Brighton, Michigan as they are the sole source capable of fulfilling the Government's requirement. The precision laser radar, MV430E model, associated equipment, and software. However, the Government will consider any responses from responsible sources capable of providing the exact model stated in this solicitation if received within 15 days of the date of publication of this solicitation.
This “component off the shelf” (COTS) system uses LIDAR to produce three dimensional measurements of structures, optics, and spacecraft to help enable their precision alignment and calibration during the construction and test phase of a mission. The non-contact metrology system required must be high precision, accuracy and capable of fast operation, it must have high precision, high accuracy, and great range performance, as well as operate at great speed and require little human interaction with the hardware under test. Laser radar (i.e., “LIDAR”) is a fast way to measure optical and mechanical surfaces and interface features from great distance (~50meters) with high precision and accuracy (similar to or better than a standard laser tracker or CMM arm).
The following requirements are the MV430E model.
