COMBINED SYNOPSIS/SOLICITATION NOTICE

80 FOOT TELESCOPIC BOOM LIFT – ALPENA CRTC, MICHIGAN - SEE ALSO ATTACHED DOCUMENTS

Alpena Combat Readiness Training Center (CRTC), Michigan, is procuring an 80 Foot, Telescoping Boom Lift

for delivery to the Alpena CRTC, in Alpena, Michigan. Please read carefully and note the following due dates:

Questions Due: 23 June 2023, 11:00 AM EST (Local Time)

Quotes Due: 13 July 2023, 11:00 AM EST (Local Time)



(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement

constitutes the only solicitation; quotes/proposals are being requested and a written solicitation will not be

issued.



(II) Solicitation W50S86-23-Q-0007 is issued as a Request for Quote (RFQ). Quotes must be valid through 30

September 2023. Funds are not currently available for this requirement.



(III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal

Acquisition Circular (FAC) 2023-02.



(IV) This requirement is being set aside 100% for Small Business. The associated NAICS code for this

acquisition is 333924. Small business size standard is 750 EMP.



(V) The contractor shall provide all personnel, equipment, tools, supervisor and all other items and services

necessary to provide the Alpena CRTC with a usable end product of an 80 Foot Telescoping Boom Lift as

detailed in the Line-Item section of this document.



Quotes shall be submitted with pricing according to each individual line item listed below. The Government

reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices

offered, unless the offeror specifies otherwise in the offer.



UNFUNDED DISCLOSURE: This request for quote is for pricing only. Funds are not presently available for this

Requirement. The Governments obligation under this requirement is contingent upon the availability of

appropriated funds from which contract award can be made. Quotes must be valid through 30 September 2023.

80 FT Telescopic Boom Lift

 Platform Capacity: 500lb unrestricted to 1000lb restricted.

 Platform size: 36 in x 96 in Minimum

 Swing Range: 360 degrees

 Articulating Jib: 130-degree articulation

 Swing Type: Continuous

 Stowed Height: 10 ft or less

 Stowed Width: 9 ft or less

 Horizontal Outreach: 75 ft Maximum

 Up and Over Height: 70 ft Maximum

 Platform Height: 85 ft Maximum

 Lift shall have a function that deactivates platform functions if the platform comes into contact with a surrounding objects (ie, bumper kill switches for side-to-side contact emergency stop, halo for contact below the basket).

 Basket shall have exterior fall protection for ability to work outside basket while raised.

 Diesel Engine Powered

 Drive: 2WD & 4WD

 Tires: Pneumatic

(VI) Description of requirements are listed within the above CLIN Structure.

(VII) The intended contract vehicle will be a Firm-Fixed Price Contract. Delivery is anticipated to be 120 Days after the issuance date of the contract (ADC). Item to be delivered and accepted by the Government at the Alpena CRTC, 5884 A Street, Alpena, Michigan, 49707. FOB Destination.

(VIII) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services,

applies to this acquisition.

(IX) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this solicitation. Quotes will be technically evaluated for conformance with the requirements of this solicitation, the description of the requirement, and contractor documentation submitted. It is the Vendor’s responsibility to provide technical documents with their quote depicting how the quoted item meets the government’s requirement. The government intends to award a contract to the vendor that provides a quote that represents the “Best Value” to the government in terms of Price, Technical Acceptability, and Past Performance. See the provision at 52.212-2 below for information on how quotes will be evaluated. The government intends to award a contract without discussion.

(X) Interested parties must be registered in the System for Award Management (SAM). Information on SAM registration can be obtained at https://www.sam.gov/. Please contact SAM Customer Service (GSA Federal Service Desk) at (866) 606-8220 regarding questions/problems regarding SAM registration. Additionally, Offerors are to include a completed copy of the provision at 52.212-3 Alt 1, Offeror Representations and Certifications – Commercial Items with their quote. This can be completed electronically at https://sam.gov/.

(XI) The clause FAR 52.212-4, Contract Terms and Conditions – Commercial Items in its latest edition applies to this solicitation.

(XII) The clause at 52.212-5 (Deviation 2018-O0021), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.

(XIII) Additional Contract Requirements: Warranty terms are to be included with submitted quotes and incorporated into the price of the item.

(XIV) This acquisition does not have a Defense Priority & Allocation System (DPAS) assigned rating at this time.

(XV) All information relating to this solicitation, including, changes/amendments, questions and answers, will be posted on the following website: www.sam.gov. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing via e-mail to timothy.frasier@us.af.mil. All answers (on a non-attribution basis) will be posted on the www.sam.gov site. They will be contained in the in a document titled “Questions and Answers”. Offerors are requested to submit questions to the email address noted below not later than 11:00 AM Local Time, 23 June 2023. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in System for Award Management (www.sam.gov). Contractors shall be registered in SAM at the time they provide their quote. Quotations (to include Submittal Requirements mentioned above and within FAR clause 52.212-2 below) are due 13 July 2023 at 11:00 AM EDT (Local Time) to the attention MSgt Timothy Frasier at timothy.frasier@us.af.mil. It is the best interest of the offeror to ensure the quote submitted is received by the Michigan ANG Contracting Office no later than the date and time specified or it may be considered nonresponsive. All responsible sources may submit a response which, if timely received must be considered by the agency. Emailed quotes will be accepted by MSgt Timothy Frasier at timothy.frasier@us.af.mil.
