The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) and Government Contracting Services (GCS) intends to award a sole source contract to Starr Commonwealth whose address is 13725 Starr Commonwealth Road, Albion, Michigan 49224; in accordance with FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as the only one responsible source that can provide on-site storage for Government property. Accordingly, ACF intends to enter into a sole source contract on the basis of other than full and open competition. Proposals cannot be submitted directly to this notice.

The Starr Commonwealth facility recently served as a temporary site for Unaccompanied Children (UC). The temporary site is no longer active and there is remaining Government property to be retained in support of the UC mission. Therefore, this requirement will provide 4,500 square feet of storage space while the Government identifies facility location(s) to move the Government property.
This new contract must be awarded no later than February 15, 2023. The period of performance will be a six-month base period and four (4) one-month option periods that will be exercised if necessary.
This notice of intent is not a request for competitive proposals. Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. However, all responses received within 5 calendar days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
