Description

Combined Synopsis/Solicitation SP450023R0005 has been prepared in accordance with the procedures in FAR 12.603. Work will consist of the removal, transportation, incineration or other thermal treatment, and final disposal of RCRA hazardous wastes (HW), non‐RCRA wastes, PBC wastes, state, and non‐state regulated wastes generated by the U.S. Department of Defense (DoD) and U. S. Coast Guard Installations located in the 11 contiguous states of AR, IA, KS, LA, MN, MO, NE, ND, OK, SD, and TX. The following additional information is provided in accordance with FAR 12.603(c)(2).



(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



(ii) Solicitation SP450023R0005 is issued as a request for proposal (RFP).



(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022‐08 Effective 28 October 2022.



(iv) This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211; the small business size standard is $41.5M.



(v) See Attachment 1 for the Price Schedule. IMPORTANT EXCEL INFORMATION ‐ please note that Excel doesn’t always use the visible price when executing formulas. If the cell is formatted for currency in USD, the visible price will always show the amount to the nearest cent. However, when an additional formula is used to calculate a unit price, for example an escalation from a base period unit price to an option period unit price, Excel uses the actual amount, not the price rounded to the nearest cent that is displayed in the cell on the spreadsheet. The amount shown in the formula bar, not the cell, is the figure Excel uses for calculations. This can cause inconsistencies between the extended price shown for a CLIN and the offered unit price and subsequent inconsistencies in the total price for the schedule. Unit prices rounded to the nearest cent must be inputted into the spreadsheet. The unit price shown in the cell is the figure we will use to evaluate the price proposal. Offerors are advised to make sure there are not inconsistencies between the unit price shown and the figure in the formula bar for that cell.

(vii) The contract is anticipated to have a 18‐month base period from February 2023 to July 2024 and a 18‐month option period. See Attachment 3 for a list of pickup locations.



(viii) The provision at FAR 52.212‐1, Instructions to Offerors ‐‐ Commercial, applies to this acquisition. See Attachment 5 for addenda to the provision.



(ix) The provision at 52.212‐2, Evaluation ‐‐ Commercial Items, applies to this acquisition. See Attachment 6 for addenda to the provision.



(x) Offerors are advised to include a completed copy of the provision at FAR 52.212‐3, Offeror Representations and Certifications ‐‐ Commercial Items, Alternate I, with your offer.



(xi) The clause at 52.212‐4, Contract Terms and Conditions ‐‐ Commercial Items, applies to this acquisition.

(xiv) The Defense Priorities and Allocations System (DPAS) is not applicable.



(xv) Proposals are due by 1500 EST on 19 December 2022. Proposals shall be emailed to Kaitlin.Nachtrab@dla.mil and hazardouscontractswest@dla.mil.



(xvi) Offerors must submit all questions regarding this solicitation in writing via email to Kaitlin Nachtrab at Kaitlin.Nachtrab@dla.mil. The cut‐off date for the receipt of offeror questions is noon EST fourteen calendar days after solicitation issuance. Questions received after that time may not receive an answer.
