Pre-Solicitation Notice:

DLA Disposition Services is planning to offer future generations of certain surplus personal property, to include both Rolling Stock and Non-Rolling Stock, located at multiple Department of Defense (DOD) locations in the Continental United States (CONUS) under two sales contracts:

• DOD Surplus Term Sale – West, (Alaska, Arizona, California, Guam, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming).

• DOD Surplus Term Sale – Mid-America, (Arkansas, Colorado, Kansas, Iowa, Louisiana, Minnesota, Missouri, Nebraska, North Dakota, Nebraska, South Dakota, and Texas).

These contracts will provide this property for a minimum of thirty-six (36) months base period of performance. In addition, Disposition Services may elect to offer the Purchaser up to two (2), twelve-month period of performance contract options. Surplus personal property that is sold by DOD is in “as-is, where-is” condition. Under General Services Administration (GSA) and DOD regulations, surplus property sold under these IFBs may be “new”, “useable” or “repairable”.

These sales contracts will be awarded using a Two-Step process consisting of the following distinct steps: (1) Solicitation, submission, and evaluation of technical proposals to determine acceptability; and (2) Issuance of a finalized and approved Invitation for Bid (IFB) only to those firms that submitted technical proposals deemed acceptable under Step One.

Bidders are advised that any sales history information provided is for informational purposes only. Prior year property generations and sales data are not predictors of future generations or sales.

The Request for Technical Proposal (RFTP) and Draft IFB will be published to https://sam.gov/ in the next several weeks.

• Any responses to this pre-solicitation notice are not considered offers and cannot be accepted by the Government to form a binding Sales contract.
