Description
This is a SOURCES SOUGHT only for the Detroit VA Medical Center. Information collected during this Sources Sought may be used in a set aside. If a solicitation is issued, the Government will do so in accordance with Federal Acquisition Circular (FAC) 2024-03. The North American Industry Classification System (NAICS) number is 339112. The NAICS size is 1000 employees.

Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and be able to be located through SBA - Dynamic Small Business Search. Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with in VetCert at Veteran Small Business Certification (sba.gov) as an SDVOSB or VOSB.
Contractors that deem themselves capable of meeting the requirement shall provide the below information to Kellie Konopinski, Contracting Officer, at Kellie.Konopinski@va.gov and Natalie.harris4@va.gov no-later-than Monday, March 18, 2024 at 4:30PM, EDT, referencing 36C25024Q0417. Responses shall include: (1) Business Name and Address, (2) Contract Number items are covered under, if applicable (3) Point of Contact Name, Phone Number and E-mail Address (4) SAM UEI and NAICS code (5) Business Size SMALL or LARGE (6) Type of Business: service disabled veteran owned, veteran owned small business, 8a, HUBZone, woman-owned, etc. (7) Information for the product you would propose and which if any of the salient characteristics below it does not meet. (8) Where the proposed product is manufactured. (9) A concern that is not a manufacturer of the supply shall provide the manufacturers name and size standard and an authorized distributor letter. (10) If the concern is the manufacture and the sole distributor, please provide documentation to that effect. If the concern is the manufacturer and has authorized distributors, please provide a list of the authorized distributors as well. (11) Current lead time of equipment that will be proposed.

PERFORMANCE REQUIREMENTS:
The Contractor shall furnish all necessary supplies/parts, manuals and schematic drawings necessary to perform this repair.

Contract shall include all normal spare parts, supplies necessary for repair and maintenance. Contractor shall have access and readily available manufacturer's replacement parts.

Only new standard parts or reconditioned parts shall be furnished by the Contractor in effecting repairs. Parts supplied by the Contractor shall be installed by the Contractor.

All parts shall be new parts, as suggested by the original manufacturer.

If performance does not conform to the contract specification, the Government
will require the Contractor to perform the service again to conform to
contract specifications, at no increase in the contract cost. When the defects in
service cannot be corrected by re-performance, the Government may:

Require the Contractor to call in a certified technical expert on the listed instrument.
Specifically require the Contractor to call in a senior technical engineer from the manufacturer.

Repeated malfunctions of any systems component or subsection for more than five
times within one month shall not be tolerated. The Contractor is responsible for repairing all faulty equipment and identifying the nature and cause if repeated failures. The Contractor in this situation shall either:
Make repairs such that the identified problems are corrected to the extent that repeated failures are eliminated.
Prove that the equipment is not faulty and that an external cause for the problem exists with recommendations for resolution.

DOCUMENTATION REPORTS:

After each service-call, a service report shall be provided to the designee including the following information:

Date and total hours of service.
Parts installed (part # and part costs).
Safety checks.
Performance data.
Service comments or remarks

REPORTING REQUIREMENTS:
The Contractor shall contact or be contacted by a Biomedical Engineering Personnel and sign in with the department prior to all services being performed. This check in is mandatory. The contracting personnel will identify him/herself to the Biomedical Engineering section before proceeding to the job site.
COMPETENCY OF PERSONNEL SERVICING EQUIPMENT:
The contractor s staff shall include a fully qualified Field Service Representative assigned to this area and a fully qualified Field Service Representative who shall serve as the back-up.
Fully qualified is based upon training and on experience in the field. For training, the Field Service Representative must have successfully completed a formalized training program for the equipment covered under this contract. The contractor shall provide written assurance of the competency of their personnel by detailing a list of Field Service Representatives along with applicable training and years of service experience on the specific devices covered in this agreement.
