Description
This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise an Invitation For Bids (IFB) on Project 553-21-108 Increase Access Control System at the VA Medical Center in Detroit, Michigan. An Invitation for Bid (IFB) is planned to be issued on or about April 5, 2024.
The selected Construction Contractors shall furnish all necessary equipment, tools, material, labor, and supervision as specified in drawings and specifications to include coverage at medication rooms, clean utility, soiled utility, and other storage areas, improving patient and employee safety and security. Contractor shall provide all electrical conduit, wire, and equipment as necessary. Project will also cover the re-keying of approximately 6000 doors to a new 7 pin system of the John D. Dingell VA Medical center, Detroit, Michigan.
All work performed shall be fully documented by the Contractor. Construction shall be performed in compliance with manufacturer s recommendation and applicable Codes and VA Detroit Building Standards. Provide all construction and safety barriers as required by Detroit VA HCS. Provide submittals for approval.
The contractor shall work between the hours of 6:00am to 6:00pm Monday thru Friday (Excluding Federal Holidays) with disruption to Medical Center operations. Authorization is needed (in advance) to work other than normal working hours. The contractor shall complete the project in 180 days from notice to proceed date.
The Contractor s Project Manager shall have their 30-hour OSHA certificates and all subcontractors shall have their 10-hour OSHA training certificates. Parking and admission to the work area will be scheduled in the Engineering Admin Office located on the lower level of the Detroit VA HCS.
The North American Industry Classification Code (NAICS) for this procurement is 238120 Commercial and Institutional Building Structural Steel and Precast Concrete Contractors with a small business size standard of $45.0 million. Magnitude of cost for this project is between $1,000,000.00 and $2,000,000.00. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date.
This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB).
