Please note that this bid package and documents are part of two separate buildings with work.

The Holland City Hall project is the bulk of the bid package value and the small test project

section on the Holland Museum will be the remainder. There are separate exterior

assessments for each of the buildings as part of this package. The successful bidder is

required to provide separate price for the work at each of the buildings. There are separate

work scopes noted for each of the buildings. The work performed on both buildings is intended

to take place during the same work period as outlines in the schedule in the documents.

The proposals will be received at the FINANCE OFFICE IN THE CITY HALL BUILDING, 270 S.

RIVER AVENUE, HOLLAND, MICHIGAN until 2:00 P.M., Thursday, April 13th, 2023, at which

time they will be publicly opened and read. You are invited, but not required, to attend said bid

opening.

Proposals shall be submitted to the City of Holland through the above process on the proposal

form provided in Volume 1, clearly marked WORK CATEGORY NO. _________ , and shall be

identified with the project name and the bidder's name and address.

All proposals are to be net, F.O.B. – Holland, Michigan.

Proposals are to be irrevocable for a period of thirty (30) days from the date of the bid opening

and shall not be withdrawn, modified, or altered after the bid opening. In case of default by the

selected vendor, the City of Holland may procure its requirements from another vendor, without

going through additional bidding procedures, and hold the original vendor liable for any

increased costs.

The City of Holland reserves the right to accept or reject any or all proposals, to waive any

irregularities/informalities in the proposals received and to split the proposal if deemed desirable

by the City.

Contracts and Purchase Orders shall be awarded to the lowest responsible bidder. In

determining the lowest responsible bidder, in addition to price, the items set forth in Section 2-

48 (Award of contracts and Purchases) and Section 2-48.1 (Preference for Local

Bidders/Holland- Based Businesses) of the Ordinance Code of the City of Holland shall be

considered.

The City of Holland reserves the right to consider use of the State of Michigan contract

Purchasing Program or other purchasing programs available to Michigan local units of

government that have met bid requirements for identical vehicles/equipment.

All contractors bidding on work must be bondable and must include in their bid the cost for

furnishing a Co-Obligee Labor and Material Payment Bond and a Co-Obligee Performance Bond.

On the proposal form the contractor will identify a cost to be added to their bid should bonds be

required.

There will be a pre-bid conference at Holland City Hall, 270 S. River Avenue, Holland, MI 49423.on Tuesday April 4th, 2023 @ 10:00am conducted by the Construction Manager. It is strongly recommended that contractors attend the pre-bid conference. The conference will be held on site and tours will be given, PPE will be required. If unable to attend the pre-bid meeting bidders MUST arrange a site walk with TCC the week of April 3rd in order to be eligible for interview or award. Contact Jon Brechtelsbauer (616-293-4296) in advance of scheduling a site visit as bidders must log the day/time of their visit with TCC and be accompanied by TCC on their walk. Any questions that arise during the walk-through(s) will be documented and formally answered via pre-bid addendum.

Post Bid interviews will be held the week of April 17th, 2023 via conference call/video chat. Subcontractors required to be in attendance at these interviews will be notified on Friday April 14th, 2023. A post bid schedule has been included in the bid manual for reference on tentative times of interviews. Please make yourself available for the time slots on these dates, as interview times will not be moved due to conflicts.

All questions are to be directed to the Construction Manager. No direct contact with the Owner

or Architect is permitted. The deadline for pre-bid questions is by end of day on Tuesday

April 4th, 2023. All questions to be forwarded in writing to Jon Brechtelsbauer via email

Each Proposal shall be accompanied by a certified check, cashiers' check, money order, or bid

bond made payable to City of Holland in an amount not less than five percent (5%) of the base

bid as a bid security. The Bid Security of Bidders under consideration will be returned immediately after award of contracts by the City of Holland. The amount of the guarantee shall be forfeited to the Owner if the successful Bidder fails to enter into a contract and furnish required bonds and insurance within 30 days after award of contracts.
