Water Distribution System Materials Inventory Project Bid
The City of Sturgis is requesting Bids for a Water Distribution System Materials Inventory project. Bids for the project will be received at the City Hall located at 130 N. Nottawa Street, Sturgis, MI 49091, until 4:00 p.m. local time on Monday, November 7, 2022. At that time the Bids received will be publicly opened and read. The project includes the Work to physically verify the materials of three hundred fifty-four (354) water service lines located throughout the City. Addresses where the Work will be performed will be provided with the final Contract Documents.

The Contractor will perform potholing at a minimum of two (2) locations per service line and at a minimum distance of 18 inches from the curb stop. One pothole shall be excavated on each side of the curb stop to verify the pipe materials and sizes. A total of 708 excavations and associated verifications will be completed. To the extent feasible, the potholes should be located within the green belt of each service line. Pavement removal and replacement should be minimized, and any time this option is considered, the Owner shall be contacted to resolve the location. The anticipated depth of pipe is approximately 5 feet below grade, but may be up to 7 feet. The Contractor should prepare for sandy soils in low lying areas. The Contractor will be responsible for coordinating Work in the public Right of Way with the City Engineering staff, coordinating Work on private property with the property owners, providing suitable backfill, handling, and disposal of unsuitable spoils, and complete surface restoration of disturbed areas. The Owner will be responsible for locating curb stops and corporation stops for the Contractor.

The Issuing Office for the Bidding Documents is Fleis & VandenBrink: Ph: 269-385-0011. Bid Room at www.fveng.com. Prospective Bidders may request the Bid Documents from the Issuing Office. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bids will be accepted only from Plan Holders of Record. In order to be a Plan Holder of Record Bidding Documents must be obtained from the Issuing Office. Bidding Documents will be emailed in portable document format (PDF) at no charge. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.

A pre-bid conference will not be held. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The City of Sturgis reserves the right to accept any Bid, reject any or all Bids, to waive informalities, and make the award in any manner deemed in the best interest of the City.
