  • Summary It is the intent of the City of Kalamazoo Department of Public Safety to lease approximately three (3) current model (2022) Police Type Two-Wheel Motorcycles.

INTENT

It is the intent of the City of Kalamazoo Department of Public Safety to lease approximately three (3) current model (2022) Police Type Two-Wheel Motorcycles. No previously titled motorcycles (demonstrators, etc.) will be accepted. All motorcycles shall be delivered with all new parts and components. The quantities shown are estimated as year one’s requirement. The City reserves the right to increase or decrease the total quantities.

SCOPE OF SERVICES AND MINIMUM SPECIFICATIONS

Lease Prices shall include all taxes, fees, financing, standard and supplemental equipment options, warranty parts, labor and services. All lease programs will include full maintenance using Original Equipment Manufacturers (“OEM”) parts not limited to but including all factory recommended service intervals along with one set of tires and brakes per motorcycle per lease term.

The purpose of this Solicitation is to establish a Contract for lease approximately three (3) police motorcycles from a qualified firm for a period on one (1) to three (3) years. At the end of the lease when trading in motorcycles, the value of the trade can be applied towards the lease of new motorcycles.

The City of Kalamazoo would also like have the option to purchase these motorcycles rather than leasing them.

Escalation/De-Escalation: Prices shall remain firm for the initial three-year period of the agreement. If the City renews the agreement for the additional three-year period, the City reserves the right to request new motorcycles for the current year. Revisions in the updated lease price shall not exceed 5% per unit increase from the initial term price. Additionally, the successful proposer shall notify the City of any price decline at the manufacturer’s level and shall be reflected in an immediate reduction of the contract prices.

Maintenance/Repair Facilities: The Successful Proposer must be able to provide an authorized warranty/maintenance/repair facility within thirty (30) miles of the Kalamazoo Department of Public Safety Headquarters located at 150 E Crosstown Pkwy Suite A Kalamazoo, MI. 49001.

The Successful Proposer will:

- Remove Communication System from old bike and install on new bike

- Remove old transferable equipment from old bike and turn over to City

- Install below described new equipment/accessories on new bike. All lighting, tour packs and accessories will be owned by the City of Kalamazoo at the conclusion of the initial 36-month lease.

MINIMUM SPECIFICATIONS

Up to three (3) 2022 Police Purpose built Motorcycles Black and White in color. The police motorcycles identified in this solicitation shall be ready for immediate delivery within thirty (30) calendar days of the Notice of Award. No factory ordered police motorcycles will be accepted unless this delivery schedule can be met. Proposer shall state in space provided on Proposal pages the time required for delivery after receipt of the purchase order.

Warranty Requirements: Motorcycles shall have a full factory warranty. The Successful Proposer will provide a complete and detailed copy of warranty. Warranty requirements shall be at minimum Thirty-six (36) months from acceptance of product.

DEMONSTRATION OF EQUIPMENT MAY BE REQUIRED DURING EVALUATION.

After receipt of offers by the City, the Proposers may be required to demonstrate their specifically offered equipment to cognizant City personnel, at no separate cost. The purpose of this demonstration is to observe the equipment in an operational environment and to verify its capability, suitability, and adaptability in conjunction with the performance requirements stipulated in this solicitation. If a demonstration is required, the City will notify the Proposers of such in writing and will specify the date, time, and location of the demonstration. If the Proposer fails to perform the demonstration on the specified date stipulated in the notice, the City may elect to reject that Response, or to re-schedule the demonstration, whichever action is determined to be in the best interests of the City. The City shall be the sole judge of the acceptability of the equipment in conformance with the specifications and its decision shall be final.

The equipment used for the demonstration shall be the same as the manufacturer's model identified in the Response. Accordingly, the equipment used in the demonstration shall create an express warranty that the actual equipment to be provided by the Successful Proposer during the contract period shall conform to the equipment used in the demonstration. The Successful Proposer shall be required to provide adequate restitution to the City, in the manner prescribed by the City, if this warranty is violated during the term of the Contract.

Specifications for each motorcycle include the following items or safety equipment:

- Minimum Engine displacement 1250cc

- Traction Control System that can be turned on and off

- ABS Brakes

- Linked Braking system

- Tire Pressure Monitoring System (TPMS)

- Motorcycles shall be provided with a suspension system to permit optimum handling conditions as required by law enforcement.

- Pivoting floorboards with heel/toe shifter

- Saddlebags (factory installed) with locks, common with ignition key, water resistant color matched with motorcycle

- Windshield: Clear, designed to break away with minimal force

- 12-volt electrical system

- Self-cancelling turn signals

- Four-way hazard flashers

- Cruise control

- Push to talk switch- can be used with Motorola Police radio equipment

- Analog and Digital Speed Display

- Gear Indicator

- Front engine guard bar and rear saddlebag guard bars

- At least a six (6) forward speed manual transmission

- Torque slip control system

Required equipment/accessories:

- Police Emergency Response kit which includes Siren Speaker, Siren Amplifier, and PA Microphone

- Police Tour-Pak System with Blue/Blue LED Lights

- Front Blue/White LED Pursuit lights

- Switch that allows approximately 15 minutes of power to police emergency equipment with ignition off
