The scope of work for this project shall consist of removing and replacing the damaged signal in the Southeast quadrant of the Mills Street and Lake Street intersection. The signal and mast arm were damaged in a gas leak and fire occurring on September 8, 2022. Work shall include the following items as described here and in the bid documents:

Mills & Lake Street Intersection

In the Southeast quadrant, remove the existing mast arm, pole, and foundation, paid for as Mast Arm, Rem, Mast Arm Std, Rem, and Fdn, Rem. Additionally, remove the pedestrian signal, pedestal, and base, paid for as Pushbutton Pedestal, Rem, Pedestal Fdn, Rem. Install a new mast arm signal with video detection and case signs, paid for as Mast Arm Pole, Cat II, Mast Arm, 35 foot, Cat II. The mast arm foundation shall be 6 Bolt and the steel casing shall extend the full depth of the drilled shaft. The foundation shall meet the requirements of MDOT Standard Plan SIG-284-A. The items Case Sign (LED), One Way, 12 inch by 27 inch, Video Traf Detection Camera, Mast Arm Pole, Cat II, Mast Arm, 35 foot, Cat II, Pushbutton, includes CCU installation, Pushbutton Pedestal, Alum, TS, Pedestrian, One Way Pedestal Mtd, and TS, One Way Mast Arm Mtd, shall include picking up and transporting the materials from the City of Kalamazoo and installing the materials in the locations shown on the plans or directed in the field. The Contractor will coordinate with the City of Kalamazoo to pick up the materials from the City’s yard and transport them to the work site where they are to be installed by the Contractor.

Remove any necessary pavement, sidewalk, and curb ramps, paid for as Pavt, Rem, Sidewalk, Rem. Direct bury necessary conduit as shown on plans or directed in the field, paid for as Conduit, DB, 1, 1 1/2 inch, Conduit, DB, 1, 3 inch. Restore pavement, sidewalk, and soft surface areas using the appropriate pay items as found in the Contract.

Install the traffic signals and case signs, paid for as Case Sign (LED), One Way, 12 inch by 27 inch and TS, One Way Mast Arm Mtd. Ensure all appropriate wiring is completed to include fiber and ethernet connections. Complete installation of the pedestrian pedestals and signals to include new pushbuttons on all four quadrants and pedestrian signal/pedestal on the southeast quadrant, paid for as Pedestal, Fdn, Pushbutton, Pushbutton Pedestal, Alum, TS, Pedestrian, One Way Pedestal Mtd. CCU removal and installation shall be included in the pay items Pushbutton, Rem and Pushbutton.

Install the video detection camera to the new mast arm and connect to the signal system via the controller cabinet. Make any necessary connections and splices to ensure connectivity and functionality, paid for as Video Traf Detection Camera. The video detection camera is to be supplied by the City of Kalamazoo and installed by the Contractor. The item for Video Traf Detection Camera include installing the supplied camera to the mast arm and all wiring necessary for a fully functioning camera.

Any further wiring necessary for a fully functional signal shall be considered incidental to the pay items as included in the Contract.

All necessary traffic control, labor, materials, tools, equipment, and other items incidental to the work being performed shall be included in the Contractor’s unit price for this contract. Such items will not be bid or paid for separately but shall be included in the overall unit price.

The bidder shall furnish all labor, supervision, supplies, tools, equipment, and other means necessary or proper for performing and completing the work. The bidder shall be responsible for the cleaning up of the job site and shall repair or restore all structures and property that may be damaged or disturbed during performance of the work to the satisfaction of the Public Services Department for the City of Kalamazoo. Drainage structure covers shall be salvaged and reused if in usable condition; otherwise, they shall be replaced. Where needed, all traffic control used for such operations as defined by the MMUTCD will be the responsibility of the bidder.

The bidder shall have all work completed by June 1, 2023.
