Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This combined synopsis/solicitation for products and services as defined below. The government intends to award a Purchase Order (PO) that will include the terms and conditions set forth herein. This solicitation is a request for quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04

The associated North American Industrial Classification System (NAICS) code for this procurement is 424340: Footwear Merchant Wholesalers with a size standard of 200 employees.

The Office of Transportation and Air Quality (OTAQ) is seeking to hold an onsite shoe mobile event in Ann Arbor, Michigan. The purpose of this event is for staff to purchase safety shoes that are necessary equipment to conduct their jobs. Historically 150 to 180 pairs of safety shoes have been required to meet the needs of staff. This event is open to all interested shoe mobile vendors. This is an open competition event. No minimum purchase guarantees will be accepted. No advanced payments will be authorized.

During the event, staff will view the safety shoe offerings from the on-site shoe mobiles before making their final determination. Staff will be authorized one (1) to two (2) pairs of shoes each up to a specified dollar amount. The portion of the costs covered by the EPA shoe voucher is tax exempt. Shoe mobiles participating in the event will receive a copy of the tax exemption. Any costs exceeding the allotted amount stated on the voucher will be the responsibility of the staff. The value of the vouchers may vary.

At the close of the event, vendors will be responsible for providing an invoice for all safety shoes delivered during the event and a confirmation of order for all shoes that will require delivery. Invoices for shoes that will require delivery will only be accepted after delivery has been complete. Once accepted invoice approval has been complete, payment will be issued by Government Purchase Card or Electronic Funds Transfer. Preference of payment must be indicated on the quote.

Safety Shoe Specifications: Safety shoes must meet the Occupational Safety and Health Standards for foot protection, 1910.136. Regulations and standards can be found at 29 CFR 1910.136.

EPA-H-23-101 Environmentally preferable practices - The contractor shall, to the greatest extent practicable, utilize environmentally preferable practices in its course of business.
